Sleman Regency, Yogyakarta, has not had tobacco control regulations in the form of a Smoke-Free Area (SFA) Regional Regulation. The SFA Regional Regulation is considered a crucial strategy to control tobacco consumption, particularly in reducing the number of increasing novice smokers. The objective of this study is to advocate for the prompt establishment of the SFA Regional Regulation in Sleman Regency, Yogyakarta. This advocacy research employs an implementation research method and has been conducted over 4 months, from September to December 2022. The study began with coordination meetings with the Head of the Health Department, workshops for drafting academic manuscripts and reviewing the SFA Regional Regulation, a legal review and analysis of the SFA Regional Regulation by constitutional and criminal law experts, the formation of the Sleman Healthy Policy Coalition, political communication with the Sleman Regional People's Representative Council leadership and political party elites, as well as an audience and discussion of follow-up plans with the Head of Legal Affairs of the Sleman Regional Secretariat.This research successfully urged the Sleman Regional People's Representative Council to internally discuss the draft Regional Regulation of SFA, ultimately including the SFA in the list of draft regional regulations in the 2023 regional regulation formation program. The advocacy process was dynamic, with pros and cons always present. The commitment from the local government, health department, and support from community elements in the Sleman Healthy Policy Coalition served as simultaneous energy driving the prompt establishment of the SFA Regional Regulation. The SFA Regional Regulation is included in the list of draft regional regulations in the 2023 regional regulation formation program. The establishment of the SFA Regional Regulation in 2023 will be one of the strategies for preventing and controlling tobacco consumption among children and adolescents, as well as reducing stunting in toddlers.
